Vikas Kumar Sinha, a bureaucrat belonging to the Indian Railway Accounts Service (2000) has done LL.B from Delhi University (1999) and has a keen interest in legal issues. He is currently Head Legal with the Dedicated Freight Corridor Corporation of India. This his second stint as a Law Officer, the first being Dy.General Manager (Law) on Northern Railway.
Mr. Sinha had been a prime mover behind development of a database while serving on Northern Railway. This database was adopted as a portal (limbs.gov.in) currently being hosted in it’s newer avataar by the Ministry of Law and Justice.
In his current assignment he has his focus on Contractual Disputes and is an advocate for ADR in dispute resolution. He is of the conviction that a responsive and sensitive legal regime is one of the principle catalysts for increasing private and multilateral investment in the infrastructure sector. His experience in the Government places him in a unique position to simultaneously engage with the triad of Finance, Project Implementation and Law.
Mr Sinha brings to the table, unvarnished basic concerns which lie at ensuring justice. He has a vision of improvements in dispute resolution through simplification of procedures and deepening the use of Information Technology in legal processes.
